Texas high-speed rail rules posted to Federal Register

Documents that support safety standards and procedures for environmental impacts of the Texas bullet train project have now been published to the Federal Register and will come into effect on December 3.
The high-speed rail line, to be built between Dallas and Houston by Texas Central Railway, will be supported by Central Japan Railway Co. (JR Tokai). The-Japan-news-com quoted a JR Tokai official saying “It is epoch-making because the safety of the Tokaido Shinkansen line was recognized by a U.S. authority.” . JR Tokai intends to export its new sleek N700S series trains.
Texas Central is expected to start construction in 2021, with revenue service to commence in 2026. The project, now expected to cost $20 billion and the largest single transportation infrastructure project in the state's history, has faced some delay because of the Coronavirus outbreak.

Abstract: This final rule of particular applicability (RPA) establishes safety standards for the Texas Central Railroad (TCRR or the railroad) high-speed rail (HSR) system. These standards are not intended for general application in the railroad industry, but apply only to the TCRR system planned for development in the State of Texas. This rule takes a systems approach to safety, and so includes standards that address the aspects of the TCRR HSR system consistent with the regulatory framework.
